Public procurement: Single window


Serikbek Elshibekov, director of the center for monitoring and market analysis at NPP Atameken, spoke about the effectiveness of the Single Purchase Window in an interview with the Kazakh edition.

On behalf of the Head of State, the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" is engaged in involving a larger number of entrepreneurs in public procurement. The main information and analytical tool in this work is the portal Single procurement window

"The National Chamber, within the framework of the instructions of the Head of State, is engaged in involving as many suppliers as possible to all state sites. To our surprise, there are many state sites. Due to the fact that the rules for public procurement spread on ministries and departments, there are procurement rules for JSC  “NWF“ Samruk-Kazyna ”, for the holding“ Baiterek ”,“ KazAgro ”,“ SK-Pharmacy ”,“ KazAvtoZhol ”,“ Zerde ”and so on” - Serikbek Elshibekov said.

According to the head of NPP Atameken, today there are 1.organizations that carry out state purchases. In order to optimize and simplify tendering processes, a "Single Purchase Window" was created, which is primarily intended for the convenience of searching for the names of goods.

"First, this reduces the burden on the budget: more participants - lower prices. Second, more transparency. Entrepreneurs are provided with services that allow them to get a complete marketing picture of the procurement market in Kazakhstan with the volume of purchases of goods, works and services by region and individual customers, with purchase prices, analysis of competing suppliers free of charge. ... Within the framework of this service, you can also see your competitors in the market. The site also contains all the procurement rules, legislative acts. There are all the conveniences so that an entrepreneur could enter and ask  certain issues "- Elshibekov explained.
